THE NUMBER OF INDICTMENTS WE HAD DURING THE REPORTING PERIOD AND THE REPORTING PERIOD IS FROM SEPTEMBER OF 2023 TO AUGUST OF 2025. SO IT WAS 24 MONTHS. AND THEY WANTED US TO REPORT OUT THE NUMBER OF CASES WHERE THERE WAS AN INDICTMENT. NUMBER OF CASES WHERE THERE WAS NO INDICTMENT. ALSO STATISTICS FROM OUR CENTER. LIKE THE NUMBER OF HOSPITAL ACCOMPANIMENTS BY A VOLUNTEER OR A STAFF MEMBER. THE NUMBER OF SAFE EXAMS, THOSE ARE SEXUAL ASSAULT FORENSIC EXAMS DONE BY OUR SEXUAL ASSAULT NURSE EXAMINERS. AND THEN THE NUMBER OF CLIENTS SERVED BY OUR THERAPY DEPARTMENT. SO IF YOU'LL LOOK AT THE BAR GRAPH THE LITTLE CHANNELOUT I GAVE YOU, I DIVIDED IT INTO THE YEARS. SO YOU CAN KIND OF SEE THE STATISTICS FOR SEXUAL ASSAULT REPORTS, INVESTIGATIONS AND INDICTMENTS. CASES WHERE THERE WERE NO INDICTMENTS AND THEN CASES THAT ARE STILL ACTIVE. AND SO I DID IT FROM SEPTEMBER THROUGH DECEMBER OF 2023. AND THEN THE WHOLE YEAR OF 2024, AND THEN IF YOU'LL TURN THE PAGE, THE BACK PAGE IS THE STATISTICS FOR JANUARY THROUGH AUGUST OF 2025. AND SO JUST TO SUM IT UP, WE HAD 95 ADULT SEXUAL ASSAULTS IN MIDLAND COUNTY. NO, EXCUSE ME, THROUGH MIDLAND POLICE DEPARTMENT, EXCUSE ME. AND 95 INVESTIGATED SEXUAL ASSAULTS. IT RESULTED IN SIX INDICTMENTS. THERE WERE 79 CASES OF SEXUAL ASSAULT WHERE NO INDICTMENT OCCURRED AND THEN THERE WERE STILL TEN ACTIVE CASES BY THE TIME I FINISHED THE REPORT AND SUBMITTED IT IN DECEMBER. SO THOSE ARE THE STATISTICS FOR MIDLAND POLICE DEPARTMENT. THEN THE NEXT SECTION COVERS THE STATISTICS FROM MIDLAND COUNTY SHERIFF'S OFFICE. AGAIN, I DID IT OUT BY YEAR. SO 2023, 2024, AND 2025. YOU CAN LOOK AT THE BAR GRAPHS AND THE NUMBERS. BUT I ALSO SUMMARIZED IT FOR YOU. THERE WERE 38 ADULT SEXUAL ASSAULTS REPORTED TO MIDLAND CLINTON SHERIFF'S OFFICE, THEY DID 38 INVESTIGATIONS. IT RESULTED IN TWO INDICTMENTS. 32 CASES WHERE THERE WAS NO INDICTMENT. AND THERE'S FOUR ACTIVE CASES STILL ONGOING. AND WHAT I FORGOT TO SAY ABOUT MIDLAND POLICE DEPARTMENT, THEY ALSO WANTED US TO REPORT OUT IF ANY RAPE KITS WERE LEFT AT THE HOSPITAL, OR WEREN'T PICKED UP IN A TIMELY MANNER, AND THAT HAS NEVER HAPPENED WITH MIDLAND PD OR WITH MIDLAND COUNTY SHERIFF'S OFFICE DETECTIVES AND INVESTIGATORS. AND THEN THERE'S SOME BRIEF STATS ON UPTON COUNTY. UPTON COUNTY ACTUALLY ONLY HAD THREE SEXUAL ASSAULTS THAT HAPPENED DURING THAT TIME PERIOD. WITH ONE INDICTMENT, ONE THAT WAS NOT INDICTED AND THEN THERE'S ONE THAT'S STILL ACTIVE AND ONGOING. AND THEN THE NEXT SET OF STATISTICS KIND OF -- PERTAIN TO OUR AGENCY AT THE [00:15:05] MIDLAND RAPE CRISIS AND CHILDREN'S ADVOCACY CENTER. HOW MANY HOSPITAL ACCOMPANIMENTS WE ATTENDED AND HOW MANY SAFE EXAMS WERE CONDUCTED BY THE NURSES AND HOW MANY SURVIVORS ARE SERVE BID OUR CENTER. SO KIND OF SUMMARIZE THAT FOR YOU TOO AS WELL. DURING THE REPORTING PERIOD OF SEPTEMBER 2023 THROUGH AUGUST 2025, MIDLAND MEMORIAL HOSPITAL CONDUCTED 100 ADULT SAFE EXAMINES PERFORMED BY OUR SIX NURSES. NOW THEY CONDUCTED MORE I CAN JUST SAY THAT BECAUSE WE'RE ALSO A CHILDREN'S ADVOCACY CENTER BUT THESE ARE THE ADULT CASES. THE MIDLAND RAPE CRISIS AND CHILDREN'S CENTER STAFF PROVIDED HOSPITAL ACCOMPANIMENT FOR 96% OF THESE EXAMS MISSING ONLY FOUR ACCOMPANIMENTS OVER THE 24 MONTH PERIOD. THE ADULT PLANNED ADVOCATE CONNECTED WITH AND SUPPORTED ON AVERAGE 11 SURVIVORS PER MONTH OFFERING SERVICES LIKE EXAM ACCOMPANIMENT, FOLLOW-UP CALLS, THERAPY REFERRALS, SUPPORT CALLS AND ACCESS TO ADDITIONAL RESOURCES. AND DESPITE OPERATING WITH ONE THERAPIST SHORT, OUR THERAPY DEPARTMENT CONTINUED TO DELIVER CONSISTENT CARE, AVERAGING 53 CLIENTS PER MONTH THROUGHOUT THE TWO YEAR PERIOD. I HOPE YOU KNOW, THIS GIVES YOU AN IDEA OF HOW WELL OUR TEAM WORKS TOGETHER. ONE OTHER THING THAT WE HAD TO DO THAT WAS INCLUDED IN THE REPORT WAS A CASE REVIEW. WE HAD TO TAKE ONE SEXUAL ASSAULT FROM THE TIME THE ASSAULT WAS REPORTED AND LIKE -- ALL THE WAY THROUGH AND WE DO THAT WITH ALL THE CASES, BUT WE HAD TO HIGHLIGHT ONE FOR TASA. SO WE PICKED A CASE AND DID A CASE REVIEW WHERE WE SHOWED HOW ALL OF THE S ART MEMBERS WORKED TOGETHER. LIKE THE RESPONSE TO THE SEXUAL ASSAULT. HOW THE LAW ENFORCEMENT ENCOURAGED THE SURVIVOR TO GO TO THE HOSPITAL. HOW OUR SANE NURSES AND OUR ADVOCATE FROM OUR CENTER RESPONDED TO THE HOSPITAL. AND THEN AFTER THE SANE EXAM THE FOLLOW-UP CALL WHAT IS THE DETECTIVES, HOW THEY INVESTIGATED. AND IN THIS PARTICULAR RACE, IT IS WAITING AT THE DISTRICT ATTORNEY'S OFFICE RIGHT NOW. BUT ONE STATISTICS THAT I POINTED OUT IN MY REPORT TOO IS THAT WE HAVE A VERY LOW RATE OF CONTINUED CONNECTION WITH OUR SURVIVORS. SOMETIMES -- SOMETIMES WHEN WE DO FOLLOW UP CALL, THEY DON'T ANSWER THE PHONE. SOMETIMES OUR INVESTIGATORS AND OUR DETECTIVES HAVE A HARD TIME GETTING AHOLD OF THEM AND ALSO THEN WHEN THE CASE GETS TO THE DA'S OFFICE AND THEY SEND OUT THE PACKET AND EVERYTHING, TELLING THEM, YOU KNOW, YOUR CASE IS GOING FORWARD, SOMETIMES THEY DISENGAGE AS WELL. AND THAT'S JUST WHAT WE FOUND TO BE TRUE. ANOTHER THING IN THE THERAPY DEPARTMENT AT OUR CENTER AND WHAT WE FOUND IS MOST OF OUR ADULTS THAT WE SERVE THAT HAVE BEEN SEXUALLY ASSAULTED, THEY DON'T COME RIGHT AWAY TO RECEIVE THERAPY SERVICES. THEY'RE USUALLY THREE TO FIVE YEARS OUT FROM THEIR VICTIMIZATION BECAUSE IT TAKES A LONG TIME FOR THEM TO COME FORWARD AND BE READY TO RECEIVE THOSE SERVICES. SO I INCLUDED THAT IN MY REPORT. SOME SUCCESSES THAT WE'VE REPORTED IN THE REPORT IS THAT WE HAD A HIGH RATE OF HOSPITAL ACCOMPANIMENT. WE WORKED VERY WELL TOGETHER. ALL OF OUR SART MEETINGS, WE MEET QUARTERLY SO WE MEET FOUR TIMES A YEAR. AND WE ALWAYS HAVE A REPRESENTATIVE PRESENT. WE HAVE NEVER HAD A REPRESENTATIVE MISS ONE OF OUR SART MEETINGS IN THIS TWO YEAR REPORTING PERIOD. SERGEANT COURSEN FROM MIDLAND. A SHOUT-OUT TO HIM FROM MIDLAND POLICE DEPARTMENT. HE'S AN EXCELLENT SERGEANT. HE KNOWS ALL OF THE CASES. HE KNOWS ALL OF THE DETAILS. EVEN WHEN HIS DETECTIVES CAN'T MEET -- COME TO THE MEETING HE'S ALWAYS THERE TO GIVE US A REPORT. MIDLAND COUNTY SHERIFF'S OFFICE RECENTLY HAVE HIRED A NEW SERGEANT THAT'S OVER THEIR INVESTIGATORS. BRANDON WARD AND HE'S ALSO EXCELLENT. HE COMES AND HE KNOWS ALL HIS CASES AS WELL. SO JUST WANT TO GIVE A SHOUT-OUT TO THOSE TWO AGENCIES AND WE HAVE SIX TRAINED SANE NURSES AT MIDLAND MEMORIAL HOSPITAL. THEY DO A ROTATION AND ALSO WORK WELL WITH US AND THE DETECTIVES AND THE INVESTIGATORS. I WANT TO GIVE A SHOUT-OUT TO THEM AS WELL. 100 SEXUAL ASSAULT CASES IN TWO YEAR PERIOD IS QUITE A LOT. AND IT IS THE LOWEST REPORTED CRIME IN OUR STATE AND IN OUR COUNTRY. WE KNOW THERE'S MORE PEOPLE OUT THERE. BY THE LOW INDICTMENT [00:20:02] RATE, I HOPE YOU CAN SEE HOW IMPORTANT OUR AGENCY IS BECAUSE IT DOESN'T MATTER WHETHER OR NOT OUR SURVIVOR -- I MEAN SOMETIMES IT DOES MATTER TO THEM. AND THAT THING THAT YOU ALL PASSED IS A -- SHEET THAT HAD THE GRADES AND THE STEPS AND THE STEPS WENT UP TO A STEP 10 THAT WAS IN LINE WITH OTHER AGENCIES ACROSS THE STATE. I LEARNED THAT THE STEP INCREASES FOR RETENTION OF OUR EMPLOYEES WAS NOT BUDGETED AND I VISITED WITH SOME FOLKS ON THE COMMISSIONERS COURT AND I WAS ASKED IF I COULD FIND THE MONEY THAT WOULD NOT COST THE COUNTY ANYTHING. IN THIS ANNUAL BUDGET. THERE SHOULD NOT BE A CONCERN. I FOUND THAT MONEY TO FUND THIS STEP INCREASES FOR THOSE EMPLOYEES AND IT AFFECTS ABOUT 52 EMPLOYEES THAT WOULD NOT GET A STEP INCREASE. ON THE ANNUAL STEP INCREASE. IF YOU LOOK AT THE PERFORMANCE EVALUATIONS, I RAN THAT BY THE COUNTY ATTORNEY TO MAKE SURE WE'RE IN LINE. IF YOU READ THE QUALIFICATIONS TO RECEIVE A STEP INCREASE WITH THE SHERIFF'S OFFICE, AS A DETENTION OFFICER OR A PATROL OFFICER, IN LAW ENFORCEMENT, OUR STANDARDS ARE REALLY HIGH. YOU GOT TO DO LOT OF THE THINGS IN ORDER TO GET THAT STEP INCREASE AND IF YOU FAIL ON ONE OF THE ITEMS YOU ARE NOT GOING GET IT. BECAUSE WE DON'T -- ACKNOWLEDGE YOU OR REWARD YOU UNLESS YOU MAINTAIN THE HIGH LEVEL THAT WE REQUIRE AT THE SHERIFF'S OFFICE TO PROTECT THE CITIZENS OF THIS GREAT COUNTY THAT WE ALL LIVE IN. MOST COUNTIES, I CAN TELL YOU THREE THAT I KNOW OF THAT ARE MY FRIENDS. TARRANT COUNTY, ODESSA AND MIDLAND PD HAVE THE SIMILAR STEP PROGRAM. HOWEVER, OURS DOESN'T TAKE EFFECT UNTIL YOU HAVE BEEN THERE FIVE YEARS. THEIRS TAKES EFFECT THE FIRST YEAR. WE NEED TO RETAIN THE FOLKS AND WITHOUT A STEP INCREASE, IT'S KIND OF BITTERSWEET FOR THOSE PEOPLE THAT HAVE BEEN HERE FOR A WHILE. BE REWARDED FOR THE JOB THEY DO AND KEEP THEM HERE. THERE WERE 95 ENVIRONMENTAL CITATIONS. 37 ENVIRONMENTAL ILLEGAL BURNING CITATIONS. 37 WARNINGS. THEY TAGGED OVER 61 VEHICLES AND IMPOUNDED EIGHT. 27343 NOTICES. WE PERSONALLY DRIVING AROUND PICKING UP TIRES REMOVED 210 TIRES. THAT WE SEE. WE'LL PICK THEM UP IF WE SEE JUST ONE OR TWO. OUR CASE LOAD, WE HAD 160 CASES THAT WE FILED, 45 FOR ARSON.
